Evaluation at all stages of the policy cycle is integral to good policy making. ICF GHK has considerable experience of the evaluation of policy interventions (programmes, legislation and communications) at the project, local, regional, national and European levels. Assignments include: formative evaluation, working closely with stakeholders to improve interventions; summative evaluation where a more independent perspective is required; meta evaluations; and, the development of monitoring and evaluation systems and capacities. ICF GHK’s experience includes the management of large scale, multi-disciplinary evaluations and the leadership of the European Policy Evaluation Consortium (EPEC).
