Under Article 68(2) of REACH, the Commission may propose specific restrictions to address the risks related to substances classified as CMR (carcinogenic, mutagenic or toxic for reproduction) category 1A and IB on their own, in mixtures or in articles that could be used by consumers.

In order to gather information on the presence of CMR substances in articles and to investigate the current market distribution, including the availability of alternatives and the potential socio-economic impact to industry, the Commission has requested the collection of information on a sample of substances. The restriction procedure under Articles 68(2) does not envisage the involvement of the two ECHA Committees on risk assessment and socioeconomic analysis, as is the case for the standard restriction procedure under Article 69 of REACH.

How You Can Help

ICF international, working with the support of AMEC, has been contracted to collect relevant information on the uses, and subsequent production or import of 44 substances in articles in the EU, in addition to accessing the potential use of substitute substances.  A letter of representation is available here.

As the first stage in this process, the consultants would appreciate it if a few moments of your time could be spent to complete the following short questionnaire of 13, mainly multiple choice questions. The quality of the data obtained during this exercise is invaluable in providing the Commission with an accurate picture of current uses and of the associate industry activity it supports.

The outcome of the study will be used to understand much better what articles contain CMR substances.
